The Piedmont Region, together with SCR Piemonte S.p.A., has launched an important new initiative in the field of energy sustainability. An open procedure has been published for the mixed concession of the Energy Performance Contract (EPC) service, aimed at the energy retrofit and management of 21 public buildings belonging to the municipalities of Alpignano, Lanzo Torinese, and Rivalta di Torino, as well as to the National Research Council (CNR) and the National Institute of Metrological Research (INRiM).<\/p>\n
The project is part of the European GASLESS initiative, co-funded by the LIFE Programme, which aims to promote energy efficiency in the public sector and to encourage public-private partnership (PPP) models based on EPC contracts, where the remuneration of the economic operator depends on the actual energy savings achieved.<\/p>\n
The tender, published by SCR Piemonte S.p.A. as the contracting authority, provides for a single concession covering all the buildings involved, to be implemented under the Third-Party Financing (FTT) scheme. This means that the selected Energy Service Company (ESCO) will fully bear the investment costs required for the energy retrofit, recovering them through the energy savings generated and a multi-year fee paid by the property-owning entities.<\/p>\n
The total estimated value of the concession is \u20ac7.6 million, including \u20ac5.5 million in management and maintenance fees over the 15-year duration of the contract, and more than \u20ac2 million covered by incentives from the Conto Termico<\/em> mechanism and renewable energy production. The minimum investment required exceeds \u20ac5 million.<\/p>\n The interventions will focus on reducing heating demand, upgrading heating systems, and producing energy from renewable sources, with the goal of significantly cutting energy consumption and CO\u2082 emissions. Each project will undergo continuous monitoring through specific Measurement and Verification Plans to ensure transparency and the measurability of results.<\/p>\n This initiative marks a concrete step toward the energy transition of public buildings in Piedmont and serves as a replicable model for other administrations. The overall concession will last 15 years, divided into a 12-month construction phase and a 14-year management phase.
